Article 7. I agree with Mr. Gent. In Singapore the majority of the arrested or detained persons would probably be Straits-born Chinese and according to Chinese law, Chinese nationals. The reporting of all such cases would involve a great deal of work, and in addition might lead to delay in the administration of justice. Probably this matter could be provided for in a note or agreed minute, as is proposed to be done in regard to a Chinese Consul at New Delhi.

Article 6. The opening declaration in this article is, of course, not strictly accurate, and unless there is some exchange of letters, see 20 and 27, or an agreed minute, there might be trouble in the future.
